Patterson’s City Council on Tuesday will discuss city staff’s decision to charge parents with delinquency when police find their children out past curfew.

A report to the council signed by police Chief Tyrone Spencer and City Manager Cleve Morris says curfew violations typically do not result in a significant punishment because of other pressing needs in the juvenile justice system.

To combat this, the city plans to charge parents with a misdemeanor each time their children are found out past curfew.

“By holding parents accountable for curfew violations … a greater level of compliance will be achieved,” the report states.

Patterson’s curfew is 11 p.m. The report says staff had considered changing the curfew to 10 p.m., but decided against it.

The purpose of the report is to inform the council of the new policy.

It requires no action by the council.

In other council matters

  • The council will consider not allowing cars with for-sale signs to park on the street. A report from city staff to the council said the council can make an ordinance banning cars with signs from parking on public roadways. The report suggests a $50 fine for those who violate the ordinance. However, it also states that cars with for-sale signs parked in front of the owner’s home would not likely be cited.
  • City staff wants to lobby the federal government for money to pay for a water treatment plant. Each year, the county puts together a delegation to go to Washington, D.C., to lobby for regional
  • projects.

This year, city staff recommends trying to get money so that Patterson and Newman can jointly build and operate a water-treatment facility. The council will decide whether to follow or reject the recommendation.
