Expanding commercial areas along Highway 33, building a swath of homes south of the city and protecting agricultural land west of the San Joaquin River are some of ideas the General Plan Advisory Committee will explore following its Tuesday meeting. The city committee, tasked with helping draft revisions to Patterson’s general plan, is taking much more time in its decision-making process than in 2007. Last year, the 11-person body drafted recommendations and presented them to the Patterson City Council. But the council, which did not agree with the recommendations, told the committee to reconsider and submit a new proposal. Several committee members also said they felt rushed in the initial effort. The 2007 recommendation had the city potentially growing to more than 150,000 people in 40 years, with thousands of acres of housing surrounding the city and commercial areas and housing springing up west of Interstate 5. The council originally wanted the general plan revisions completed by November, but members have backed off that deadline. On Tuesday, the committee did not make any recommendations. Instead, using the old recommendations as a starting point, it designated certain land uses to the south and east of town. At its next meeting, scheduled for July 22, the committee will look toward the north and west. To the south, the committee wants to investigate the impact of allowing houses between Poppy Avenue and Marshall Road and between the Delta-Mendota Canal and Highway 33. Along Highway 33 south to Elfers Road, the group wants to gauge the impact of commercial land uses. To the east, the committee is interested in studying the impact of building thousands of acres of homes. It will also study the impact of putting homes between Highway 33 and Elm Avenue between Magnolia Avenue and the canal. Those attending the meeting also tossed into the melting pot of ideas their advice for the future of Patterson. Some talked about a need for a road link between Highway 99 and I-5 that goes north of Patterson. Others advised planners to keep an eye on water use and sources. Developer Joe Hollowell even presented a detailed map illustrating the land uses he would like to see. His vision is similar to the GPAC’s original recommendation, except that it includes large areas of industrial land north of Zacharias Road and more commercial spaces along Zacharias Road and Sperry Avenue. “Add more commercial and industrial, so we can be competitive,” Hollowell recommended.
