Bumped and Bruised: Police officers and a medical ambulance respond to the scene of a bike accident, when a child injured himself after falling off his bicycle at the corner of Fifth and F streets Wednesday afternoon.  None of the cyclists were wearing helmets.

In the article was stated that none were wearing helmets but were any of them cited? It has been so common in several towns that kids are not being held responsible for their safety. What kind of image does that set?
