City officials are taking a fresh look at the process to revise the general plan.

The city of Patterson’s General Plan Advisory Committee met for the first time in several months Thursday to hear planning consultant Dave Moran describe the basics of what a general plan entails.

When the revisions are complete, Patterson City Council hopes to have a document that answers questions such as how many people should live in the city and where development should occur.

This is the second time the advisory committee has gotten its hands on the general plan. Last time, the group suggested that Patterson should have an annual growth percentage that would lead to a population of nearly 154,000 people by 2048 and that the city should expand by thousands of acres.

At that time, though, several advisers said they felt rushed and were not clear about what their decisions would mean. Now, the committee is taking the time to cover the basics and will likely start from scratch.
The advisory committee expects to conduct two-hour bimonthly meetings until November. At that time, Patterson Planning Commission will review the plan and then send it to the council, which will have final say on the matter. Originally, the council had hoped to complete the entire plan by November.

The committee expects to meet again at 6 p.m. April 29 in City Hall, 1 Plaza, where it will continue to review what makes a general plan and what is in the existing general plan.

It is unclear what additional costs the city will incur by lengthening the general plan process. The council authorized spending $1.3 million to hire the consulting firm Crawford Multari & Clark Associates at its Sept. 11, 2007, meeting. At the time, it expected to have the plan revised by November.

The council raised the money by getting a loan from several people and companies with large land holdings surrounding the city. The council agreed to pay off the loan as development occurs.
With more meetings set, there is a chance the city will need to fork over more money for the planning consultants’ services, Moran said.

“The additional meetings were not scheduled in the original budget,” he said after last week’s meeting.
City Manager Cleve Morris could not be reached for comment early this week or late last week.
